While
the
statutes
do
not
expressly
provide
for
training
of
peisons
not
presently
affiliated
with
government agencies
or
the mining
industry,
proposed
agreements
for
training
college
students
in
the
mining-related
programs
are
consistent
with
the
broad
remedial
purposes
of
the
statutes.
